Requires enterprises and entities receiving state matching payments under the Oklahoma Local Development and Enterprise Zone Incentive Leverage Act to annually report employment and payroll amounts, capital investment amounts, and changes in assessed property value to the Oklahoma Department of Commerce

Mandates that recipients consent to the Department sharing reported information with the Incentive Evaluation Commission for evaluation purposes, with data provided on a disaggregated, per-project basis

Requires the Oklahoma Department of Commerce to publish the reported information on its website

Maintains existing program parameters including maximum state matching payments of $200,000 per enterprise per fiscal year and aggregate county investment limits ranging from $20 million to $40 million

Effective date of November 1, 2025
