Authorizes the Oklahoma State University Medical Authority and the Oklahoma State University Medical Trust to hold meetings by videoconference, provided members are visible and audible to each other and the public through video monitors at designated meeting sites and websites

Requires videoconference meetings to be recorded by written, electronic, or other means, with advance notice indicating videoconference locations, addresses, telephone numbers, and website addresses for public viewing

Requires meeting agendas to specify which members will appear by videoconference and which will attend in person at the designated meeting site

Changes the annual report submission requirement for the Medical Trust from physical delivery to electronic submission to the Governor, President Pro Tempore of the Senate, and Speaker of the House by January 1 each year

Effective date is November 1, 2025
