Amends the Oklahoma Quality Jobs Program Act to clarify that employees who are leased or provided under contract by an employment agency to a qualified establishment create an employer-employee relationship between those employees and the establishment for purposes of the incentive program

Establishes that contracted or leased employees count as "new direct jobs" eligible for incentive payments if the job did not exist prior to the Department's approval of the establishment's application or qualifies following a change-in-control event

Maintains existing requirements that qualifying establishments must be in designated "basic industries" (manufacturing, technology, distribution centers, federal contractors, etc.) and must offer health benefits plans within 180 days of employment covering hospital, physician, mental health, substance abuse, prescription, and prenatal care with no more than 50% of premium paid by employee

Effective date: November 1, 2025
