Designates the "PFC Lewis Othel Branscum Memorial Bridge" over the Kiamichi River on U.S. Highway 259 in Le Flore County, the "SFC Tomas L. Avey Bronze Star and Purple Heart Recipient Memorial Highway" on State Highway 102 in Lincoln County, and the "SSGT Kenneth Michael Pannell Memorial Highway" on State Highway 7 in Murray County
