Requires parties in civil litigation to produce commercial litigation funding agreements upon request, where a third-party funder receives compensation contingent on case proceeds from settlement or judgment

Mandates sworn affidavit certification disclosing whether funding originates from a foreign state or agency as defined under 28 U.S.C. Section 1603, with the foreign source identity required if applicable

Requires additional certification identifying whether a party is controlled by a foreign adversary (nations listed in 10 U.S.C. Section 4872(d)(2)) and whether such entities will access non-public litigation documents

Exempts consumer litigation funding agreements (as defined in Title 14A, Section 3-801) from disclosure requirements

Information from disclosed commercial litigation funding agreements is not admissible as evidence at trial; effective date November 1, 2025
