Amends Oklahoma's Unfair Sales Act to remove the 6% markup requirement from the definition of "cost to the retailer," changing how minimum pricing is calculated for retail merchandise sales

Creates a new separate penalty for motor fuel violations: retailers or wholesalers who advertise, offer to sell, or sell motor fuel below cost face fines up to $1,000, double the $500 maximum fine for other merchandise violations

Updates and reorganizes statutory definitions for terms including "cost to the retailer," "cost to the wholesaler," "replacement costs," "retailer," "wholesaler," and retail/wholesale sales

Violations remain classified as misdemeanors for both general merchandise (up to $500 fine) and motor fuel (up to $1,000 fine)
