Removes two activities from the definition of "absentee ballot harvesting": partially/fully completing an absentee ballot application for another person without consent, and notarizing/witnessing more absentee ballots than allowed by law

Creates a new misdemeanor offense for notaries public who knowingly and intentionally violate restrictions on handling absentee ballots, punishable under Section 16-110 of the election code

Notaries public remain limited to notarizing a maximum of 20 absentee ballot affidavits per election unless they receive written approval from the county election board secretary or operate from a business open to the general public

Effective date is November 1, 2025
