Department of Human Services cannot require adoptive or foster parents to affirm, accept, or support government policies on sexual orientation or gender identity that conflict with their sincerely held religious or moral beliefs as a condition of eligibility

DHS cannot deny adoption or foster authorization based on a parent's religious or moral beliefs regarding sexual orientation or gender identity, or their intent to raise children according to those beliefs

DHS cannot establish policies that exclude prospective parents from placement consideration based on their beliefs about sexual orientation or gender identity

Department retains authority to consider the religious or moral beliefs of the child and their family of origin when determining best-interest placements, and must still make all placements consistent with the child's best interests
