Creates the Oklahoma Southeastern Regional Airport Improvement Revolving Fund within the Oklahoma Department of Aerospace and Aeronautics to fund repairs, planning, refurbishments, property improvements, and an air traffic control tower at qualifying regional airports

Eligible airports must be located east of US Highway 69, south of US Highway 70, and within an Oklahoma municipality with a population between 10,000 and 20,000 persons per the latest Federal Decennial Census

Requires the State Treasurer to verify that $10,000,000 in matching funds from local, county, tribal, or federal governments, or through property/monetary donations has been committed before any expenditures can be made

Appropriates $10,000,000 from the General Revenue Fund to the new revolving fund

Unencumbered funds revert to the General Revenue Fund on July 1, 2027, if the State Treasurer has not authorized expenditures; effective date is July 1, 2025
