Expands the Oklahoma Workforce Commission's duties to include implementing programs for high-demand and critical occupation workforce development, work-based learning opportunities (internships, apprenticeships), and public school innovation supporting workforce success

Authorizes the Commission to identify higher education institution needs, partner on scholarship matching for high-demand fields, increase program capacity, and assist in developing career-connected high schools

Creates the Oklahoma Workforce Commission Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations, funded by appropriations, donations, grants, and other sources

Requires the Commission to work with a legislatively created map for economic development and workforce decision-making across the state
