Eliminates the separate "oral maxillofacial surgery assistant" permit category and converts it to an expanded duty permit available to dental assistants who complete DAANCE certification and work under dentists, pediatric dentists, or oral maxillofacial surgeons with general anesthesia permits

Expands license reinstatement window from 1 year to 5 years for dentists, dental hygienists, and dental assistants whose licenses lapsed due to non-renewal, with the Board able to require training or continuing education before reinstatement

Requires dentists to conduct an in-person patient examination before prescribing, diagnosing, or overseeing treatment for any dental appliance, and requires dentists closing an office to notify the Board of where patient records will be maintained

Adds military spouse licensing provisions allowing spouses of active duty members with permanent change of station orders who were licensed in another state for 2 years to obtain Oklahoma licensure under federal requirements (50 U.S.C. Section 4025(a))

Authorizes dental student interns who have completed the second semester of third year to provide scaling, root planing, and local anesthesia, and extends dental hygiene student intern provisions to mirror dental student intern rules
