Amends the Rebuilding Oklahoma Access and Driver Safety Fund to establish a new schedule of annual apportionments increasing from $640 million (FY 2025) to $1 billion (FY 2033 and thereafter), with $50 million annual increases

Maintains the existing $80 million annual allocation to the Department of Transportation for debt service payments on obligations issued under Title 73

Preserves secondary apportionments of $2 million annually to the Oklahoma Tourism and Passenger Rail Revolving Fund for the "Heartland Flyer" rail project and $3 million to the Public Transit Revolving Fund

Updates statutory references from "Section 1 of Enrolled House Bill No. 2896 of the 1st Session of the 58th Oklahoma Legislature" to "Section 350.1 of Title 73 of the Oklahoma Statutes"

Takes effect July 1, 2025, with an emergency clause for immediate implementation upon passage
