Transfers administration of the broadband equipment sales tax rebate program to the Oklahoma Broadband Office, which will approve or disapprove all claims beginning with calendar year 2025 purchases, with the Tax Commission issuing payments for approved claims

Reduces the total rebate cap from $42 million to $14,071,691, eliminating the previous split between rural counties (under 100 persons per square mile) and more populated counties

Creates the Oklahoma Broadband Rebate Revolving Fund as a continuing fund in the State Treasury to pay rebate claims, with state liability limited to the fund balance

Appropriates $14,071,691 from the General Revenue Fund to the new revolving fund for fiscal year ending June 30, 2025

Requires rebate claims for equipment purchased in 2025 and subsequent years to be filed with the Oklahoma Broadband Office by September 1 of the following year, using forms prescribed by that office
