Creates the Oklahoma Teacher Recruitment Academy administered by the Oklahoma State Regents for Higher Education to provide tuition and mandatory fee assistance for students pursuing bachelor's degrees in teacher preparation programs who commit to teach in critical shortage subject areas at Oklahoma public schools

State Department of Education must identify and publish the top five critical shortage subject areas by July 30, 2025, and every three years thereafter, based on the educator supply-and-demand study

Assistance capped at $10 million per academic year starting 2025-2026, provided on a first-come, first-served basis, with students required to exhaust federal education benefits and Oklahoma Higher Learning Access Act benefits first

Recipients must teach one school year in an Oklahoma public school for each academic year of assistance received; failure to comply requires proportional repayment of assistance, though hardship waivers may be requested

Creates the Oklahoma Teacher Recruitment Academy Revolving Fund in the State Treasury to receive legislative appropriations and repayments, with annual reporting to the Governor and Legislature required beginning July 30, 2026
