Amends Oklahoma's Administrative Procedures Act (75 O.S. 2021, Section 318) to prohibit courts from deferring to administrative agency interpretations of statutes or rules during judicial review

Requires reviewing courts to interpret statutes and administrative rules de novo (independently) rather than giving deference to the agency's interpretation

Maintains existing rights for parties aggrieved by final agency orders to obtain judicial review, including the ability to seek review in district court within 30 days of notification

Effective date: November 1, 2025
