Expands Oklahoma's prohibition on foreign land ownership to include "foreign adversary companies" in addition to non-citizens and foreign government adversaries

Defines "foreign adversary company" as non-U.S. entities domiciled, headquartered, or having principal business operations in a Country of Particular Concern (CPC) designated by the U.S. Secretary of State, or controlled/majority-owned by CPC governments, militaries, or ruling parties

Exempts parent companies from the foreign adversary designation if they do not derive more than 50% of total annual global revenue from a CPC, even if subsidiaries meet certain criteria

Maintains existing exemptions for businesses engaged in regulated interstate commerce or with national security agreements through the Committee on Foreign Investment in the United States (CFIUS)

Effective date of November 1, 2025
