Creates the "Oklahoma Higher Education Freedom of Expression and Transparency Act" applying to all institutions within The Oklahoma State System of Higher Education

Prohibits institutions from showing bias or favoritism in approving or scheduling property usage based on a speaker's or student group's viewpoint, race, creed, religion, or nonviolent political ideology, and bars charging discriminatory fees or denying property access to student groups

Defines "divisive concepts" as ideas that one race or sex is inherently superior, that individuals are inherently racist or oppressive by virtue of their race or sex, or that individuals bear responsibility for past actions of others of the same race or sex

Requires institutions to publish syllabi for all courses on their websites within 7 business days of the semester start beginning in the 2025-2026 academic year, including instructor names, assignments, required books, and final grades from the past 3 semesters

Directs the Oklahoma State Regents for Higher Education to establish complaint processes, investigation requirements, corrective action plans, and reporting requirements for alleged violations, with an effective date of July 1, 2025
