Creates the Canine Cooperative Grant Program administered by the Oklahoma Department of Emergency Management to fund acquisition and training of law enforcement canines and search, rescue, and recovery canines for state, county, and municipal law enforcement and fire departments

Establishes the Canine Cooperative Grant Program Revolving Fund in the State Treasury, funded by legislative appropriations, private donations, and federal grants, with the Department retaining 5% annually for administration

Sets annual grant limits of $10,000 per county sheriff, $10,000 per municipal police department, and $10,000 per fire department for canine purchases or training

Provides grants for reimbursement of medical expenses for canines injured in the line of service

Effective November 1, 2025
