Amends Oklahoma law to clarify that both the Governor and the Pardon and Parole Board have authority to revoke paroles they respectively granted, with revocation certificates filed with the Secretary of State.

Parole time stops accruing and earned credits are suspended once the Department of Corrections issues an arrest warrant, pending revocation action by the Governor or Pardon and Parole Board.

Allows parolees who violate terms to be placed in intermediate sanctions facilities for disciplinary sanction and programming as an alternative to revocation, at the Department of Corrections' discretion.

Parolees with arrest warrants may be held in intermediate sanctions facilities pending or following revocation decisions by the Governor or Pardon and Parole Board.

Effective date: November 1, 2025.
