Requires hospitals to provide information in accessible formats for patients with vision, speech, hearing, cognitive, or language impairments, and to disclose on their websites whether they are corporately-owned or physician-owned

Establishes 11 patient responsibilities including providing accurate health information, following treatment plans, respecting hospital procedures, keeping appointments, and fulfilling financial obligations

Creates specific rights for minor patients including treatment with respect as unique individuals, separation from adult patients when possible, an individualized treatment plan, protection from unnecessary medication, and regular communication with family

Requires parents and legal guardians of minor patients to continue their parenting role and participate in medical decision-making; effective date November 1, 2025
