Requires the Oklahoma Ethics Commission to promulgate rules mandating the reporting of expenditures for municipal ballot measure communications

Rules must be similar to existing reporting requirements for state question communications

Defines "municipal ballot measure" as an initiative or referendum under Title 11, Section 15-101 et seq. of the Oklahoma Statutes

Creates new Section 4263 of Title 74 of the Oklahoma Statutes

Effective date: November 1, 2025
