Expands the Commission for Rehabilitation Services from 3 members to 7 members, with the Governor appointing 3, the President Pro Tempore of the Senate appointing 2, and the Speaker of the House appointing 2

Sets all commission member terms at 3 years, beginning July 1 and ending June 30 three years later

Establishes transition timeline for current members: Speaker's appointee serves until June 30, 2025; Governor's appointee until June 30, 2026; Senate Pro Tem's appointee until June 30, 2027

Requires 4 additional members to be appointed beginning July 1, 2025 to achieve the expanded 7-member commission

Declared an emergency measure, taking effect immediately upon passage and approval
