Amends Oklahoma condemnation law to allow property owners to recover attorney, appraisal, and engineering fees when a jury award exceeds either 10% above the commissioners' award OR the condemning authority's last written compensation offer made within 45 days of the commissioners' report filing

Requires fees to be incurred by written contract to qualify for reimbursement from the condemning party

Updates 66 O.S. Section 55 to apply the same reimbursement standard for railroad and public utility condemnation proceedings, including expert witness fees

Makes technical updates including gender-neutral language changes throughout the statutes

Contains an emergency clause for immediate effect upon passage and approval, with a standard effective date of July 1, 2025
