State Board of Education must develop a positive character traits and personal skills education program for grades prekindergarten through 12th grade as part of state subject matter standards

Program must include 10 character traits: courage, trustworthiness, integrity, respect/courtesy, responsibility, fairness, caring, good citizenship, school pride, and gratitude

State Department of Education must provide technical assistance, approved curricula lists, a reading list, and an honor roll recognizing districts with successful programs on its website

Public school districts and charter schools must consult with a committee of parents/guardians, teachers, and community members before implementing the program

Removes prior provisions allowing grants of $1,000 to school districts for pilot projects; effective date July 1, 2025, with emergency clause
