Amends Oklahoma's School Safety and Bullying Prevention Act to recognize students' fundamental right to use reasonable physical force for self-defense when attacked by another student exhibiting bullying or threatening behavior

Prohibits school districts from disciplining students found through investigation to have "more likely than not" used physical force for self-protection or to protect another person from physical harm

Requires school district policies to explicitly prohibit zero-tolerance disciplinary policies for bullying victims, defined as policies resulting in automatic suspension or expulsion regardless of circumstances

Mandates that administrators consider whether violent acts were committed in self-defense as an immediate response to school violence by another student when determining disciplinary action

Effective date of July 1, 2025, with emergency clause for immediate implementation upon passage and approval
