Limits the State Board of Education's authority to revoke or suspend teacher certificates to five specific reasons: willful violation of federal or state law, child abuse or neglect, moral turpitude, incompetency in performance of duty, or neglect of professional duty

Prohibits the Board from summarily revoking or suspending a certificate prior to an individual proceeding for revocation or other action

Requires the Board to notify a teacher and their employing school district at least 5 days before taking action to suspend or revoke a certificate

Requires the Board to complete suspension or revocation action within 60 days after notification has been provided

Requires the State Board of Education to deliver its annual report to the Governor and Legislature electronically rather than in print
