State Board of Education may only revoke or suspend teaching certificates for five specified reasons: willful violation of federal or state law, child abuse or neglect, moral turpitude, incompetency in performance of duty, or neglect of professional duty

Board prohibited from summarily revoking or suspending certificates pending revocation proceedings unless a valid emergency exists as defined in the Administrative Procedures Act

Certificate holders and their employing school districts must receive at least 10 days notice before the Board files any complaint to revoke or suspend a certificate

Annual reports to the Governor and Legislature must now be submitted electronically rather than in paper form

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage
