Expands emergency absentee ballot eligibility to include uniformed-service voters who are deployed after the regular absentee ballot request deadline, in addition to first responders and emergency workers already covered under existing law

Requires voters requesting emergency absentee ballots to submit a signed written request to their county election board with matching name, birth date, and identification number, and present proof of identity when receiving ballots

Ballots must be returned to the county election board by 7:00 p.m. on election day, either in person, by U.S. mail, or other delivery method approved by the State Election Board

Effective date is July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval
