Requires the Oklahoma Supreme Court to assign all appeals of district court decisions to the Court of Civil Appeals, removing the Supreme Court's discretion to retain cases (criminal cases appealed to the Court of Criminal Appeals are excepted)

Prohibits the Supreme Court from recalling cases once assigned to the Court of Civil Appeals

Limits Supreme Court review of Court of Civil Appeals decisions to cases where a majority of Justices grant a writ of certiorari

Guarantees parties the right to submit briefs and present oral argument in cases the Supreme Court reviews via certiorari, unless all parties expressly waive these rights
