Prohibits the State Election Board, county election boards, and municipalities from conducting "open primary" or "jungle primary" elections where voters can vote for candidates regardless of party affiliation

Defines "open primary" as any voting system allowing voters to cast ballots in primary elections without regard to the voter's or candidate's party affiliation

Declares void any existing or future local government ordinances that conflict with this prohibition

Renders void any election for public office conducted using a prohibited open primary system

Authorizes the Secretary of the State Election Board to bring civil action for declaratory or injunctive relief to enforce the law, effective November 1, 2025
