Prohibits Oklahoma public higher education institutions from establishing or maintaining diversity, equity, and inclusion (DEI) offices, hiring DEI staff, requiring DEI statements from applicants, or mandating DEI training for students or employees

Requires institutions to adopt discipline procedures, including termination, for employees or contractors who violate the DEI prohibitions

Withholds state funding from institutions that fail to submit annual compliance reports to the Legislature and State Regents, beginning with fiscal year 2026-2027

Directs the State Auditor to conduct compliance audits of each institution at least once every four years, with violating institutions losing eligibility for funding increases if they fail to cure violations within 180 days

Exempts academic course instruction, scholarly research, student organization activities, guest speakers, data collection, and student recruitment/admissions from the prohibitions
