Prohibits Oklahoma public higher education institutions from requiring, soliciting, or incentivizing faculty participation in DEI-CRT (diversity, equity, inclusion, and critical race theory) practices or content as a condition of course approval, performance assessments, promotion, tenure, or salary adjustments

Requires governing boards to establish curricula that does not constrain or require students to enroll in DEI-CRT related courses to complete degree requirements, except for programs explicitly focused on racial, ethnic, or gender studies

Defines prohibited "DEI-CRT related content" as material relating topics like critical theory, systemic racism, implicit bias, intersectionality, gender identity, and social justice to contemporary American society, while exempting historical discussions of slavery, the Holocaust, and similar events

Directs the Oklahoma State Regents for Higher Education to investigate alleged violations and renders institutions found in violation ineligible for state funding allocations in subsequent fiscal years

Requires annual reports to the Governor and legislative leadership beginning December 31, 2026, detailing violations and investigation findings, with an effective date of July 1, 2025
