Prohibits Oklahoma school districts and public charter schools from using any private, state, or federal funds for activities that promote or recognize sexual orientation or gender identity, including events, communications, educational programs, or public campaigns

Requires the State Department of Education and State Board of Education to develop a plan to phase out all federal funding for pre-K through 12th grade education and replace it with state funds

Creates a working group to monitor implementation, consisting of legislative appropriations committee chairs, additional appointees from legislative leadership, and a Governor appointee who serves as chair

Exempts the working group from the Oklahoma Open Meeting Act and Open Records Act, with appointments required within 30 days of the effective date

Effective date is July 1, 2025, with an emergency clause allowing immediate implementation upon passage and approval
