Statewide professional educators' associations must receive equal access to school district employees for informational tables, speaking at meetings, distributing information via email, using meeting rooms, employee representation, bulletin board postings, and promotional events

School districts cannot condition equal access on associations providing meals, snacks, gifts, donations, or other sponsored activities

Communications about collective bargaining agreements by any educators' association triggers equal access rights for all competing associations to communicate with school employees through the same methods

School districts are prohibited from charging fees to statewide professional educators' associations for access, material review, or distribution of promotional materials in employee mailboxes

Associations denied access must notify the local school board, and if access is not granted within 15 days, must notify the State Board of Education; effective date July 1, 2025
