Public school boards may adopt policies authorizing designated school personnel to carry concealed handguns on school property if they hold a valid handgun license under the Oklahoma Self-Defense Act, complete 24 hours of training including 4 hours of CLEET-certified weapon retention training, and demonstrate proficiency in handgun and active shooter training

Authorized personnel must complete biennial continuing training including 4 hours of weapon retention training and 4 hours of campus-specific active shooter training, with training provided by local law enforcement or approved private contractors

Personnel carrying under these provisions must keep the concealed firearm on their person at all times while on school property, removing the previous option to store firearms in a locked secure location

School boards, participating law enforcement agencies, and trained personnel acting in a reasonable and prudent manner are not subject to civil or criminal liability for injuries resulting from carrying handguns under these provisions

Effective date is July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval
