Prohibits government personnel and agencies from subverting constitutional rights of Oklahoma residents during emergencies or disasters, including mandating vaccines, requiring masks (except for first responders/medical personnel), imposing vaccination documentation requirements, or restricting free speech, assembly, Second Amendment rights, or freedom of travel

Bans restrictions on medical treatment based on vaccination status, confiscation of personal property, and involuntary patient restraint unless otherwise required by law

Creates a felony offense for government officials who violate these provisions, punishable by up to 5 years imprisonment and/or a fine up to $50,000

Convicted officials face additional penalties: removal from office, permanent ban from holding elected or public office, $10,000 fine per violation, and personal assumption of all government liability
