Amends the Oklahoma Kratom Consumer Protection Act to add a new definition for "independent testing laboratory" requiring no financial interest in tested products and national accreditation

Removes the requirement that kratom leaf extract must contain mitragynine at twice the level of any other alkaloid and eliminates the mandate that alkaloid ratios match the starting material

Eliminates the requirement for powdered kratom products (not in capsule form) to include a calibrated measuring device in packaging

Replaces the prohibition on therapeutic claims with a required FDA disclaimer statement: "These statements have not been evaluated by the United States Food and Drug Administration. This product is not intended to diagnose, treat, cure, or prevent any disease."

Requires vendors to provide test results from U.S.-based independent testing laboratories upon request by the State Department of Health; effective November 1, 2025
