Oklahoma Health Care Authority shall develop an incentive reimbursement rate plan for nursing facilities based on the CMS Five-Star Quality Rating System, with facilities earning $5.00 per patient day quality assurance payments scaled by star rating (2-star: 40%, 3-star: 60%, 4-star: 80%, 5-star: 100%)

Creates optional staff retention initiative allowing facilities to earn up to $3.00 per Medicaid patient day for retaining at least 60% of RNs/LPNs and 50% of Certified Nurse Aides for 12 months, with annual retention plans due by June 30

Requires Oklahoma Health Care Authority to submit annual reports on the incentive reimbursement rate plan electronically to the Governor, Speaker of the House, and President Pro Tempore by December 31 each year

Updates terminology throughout existing nursing facility statutes, replacing "Intermediate Care Facilities for Individuals with Intellectual Disabilities" with lowercase formatting and updating advisory committee member organization names

Effective date July 1, 2025, with emergency clause for immediate effect upon passage and approval
