Modifies qualifications for the Executive Director of the Council on Law Enforcement Education and Training (CLEET), requiring the individual to be a professional law enforcement officer with a minimum of 10 years of supervisory experience OR 5 years of active law enforcement experience as a supervisor with a four-year degree in law enforcement administration, law, criminology, or related science

Removes the previous requirement that the Executive Director hold a bachelor's or higher degree specifically in law enforcement or a law-enforcement-related subject area from an accredited college or university

Amends 70 O.S. 2021, Section 3311, which establishes CLEET as Oklahoma's governmental agency responsible for professional training and continuing education of law enforcement officers

Declares an emergency, making the act effective immediately upon passage and approval
