Oklahoma Aerospace and Aeronautics Commission expanded from 7 to 9 members, with 7 appointed by the Governor and 1 each appointed by the President Pro Tempore of the Senate and Speaker of the House; quorum increased from 4 to 5 members.

Two new legislative appointees must have at least 3 years' experience in the commercial space industry, a state or federal space agency, or administration, while Governor appointees must have aeronautical experience.

Oklahoma Aerospace and Aeronautics Commission becomes the Board of Directors of the Oklahoma Space Industry Development Authority, with the Department's Executive Director serving as the Authority's chief executive officer.

Authority personnel transferred to the Oklahoma Department of Aerospace and Aeronautics, with the Board required to contract with the Department for administrative and staff services; funds of both entities must remain separate.

Oklahoma Space Industry Development Act provisions recodified from Title 74 to Title 3 of Oklahoma Statutes; effective date July 1, 2025, with emergency clause for immediate effect upon passage.
