Commercial solar facilities on Commissioners of the Land Office land must be installed on permanent grass suitable for livestock grazing, with panels at least 8 feet high and 25 feet between rows to allow animal access

Facilities must maintain a 500-foot setback from occupied residences unless waived in writing by the homeowner, and operators are liable for all soil erosion for the project's lifetime

Applies to solar and battery storage facilities of 10 megawatts or larger; excludes residential distributed generation and projects with existing Land Office leases

Facility owners must pay ad valorem taxes and assessments on improvements to the county treasurer by December 31 each year

Oklahoma Corporation Commission is authorized to enforce the act and promulgate rules including fines; effective date is July 1, 2025
