Prohibits foreign adversary nations (as designated by U.S. Secretary of Commerce), their government officials, entities organized under their laws, and nonresident aliens domiciled in those nations from owning, leasing, or controlling agricultural land or real property within 5 miles of military installations in Oklahoma

Requires existing prohibited property interests to be registered with the Attorney General's Office within 90 days of the effective date, with a $1,000 per day civil penalty for late registration

Mandates full divestment within 2 years for current violators; property acquired through inheritance, security interests, or debt collection must also be divested within 2 years

Exempts residential property purchases by natural persons, agricultural research and development leases, diplomatic purposes, de minimis interests (less than 5% ownership in publicly traded companies), and allows Governor waivers for economically beneficial transactions

Authorizes property forfeiture to the state for violations, with Attorney General or district attorneys empowered to initiate civil forfeiture actions; sale proceeds go first to lienholders, then fines, then government costs, with remainder to former owner
