Prohibits discrimination based on race, ethnicity, national origin, sex, disability, religion, or marital status against students and employees in Oklahoma public schools and higher education institutions receiving state or federal funding

Adopts the International Holocaust Remembrance Alliance definition of antisemitism (May 26, 2016) and requires institutions to integrate it into student, faculty, and employee codes of conduct

Requires the State Department of Education and Oklahoma State Regents for Higher Education to each designate a Title VI coordinator to monitor antisemitic discrimination, investigate complaints, and report findings to federal agencies if institutions fail to address complaints within 30 days

Mandates annual reports on antisemitism in educational institutions to be submitted to the Legislature by June 30, beginning in 2026

Encourages institutions to implement antisemitism awareness training, Jewish American heritage curriculum, and reasonable time/place/manner restrictions on speech while preserving First Amendment protections
