Requires the Commissioners of the Land Office to appraise improvements made by agricultural lessees that cannot be removed without damaging the land, and mandates that new lessees reimburse previous lessees for the appraised value before taking occupancy

Failure by a new lessee to reimburse the previous lessee for approved improvements constitutes a default of the lease

Prohibits charging lessees additional fees beyond the original accepted bid for irrigating agricultural land when water is not sourced from lands owned or managed by the Commissioners

Requires the Commissioners of the Land Office to promulgate rules implementing these provisions

Effective date is November 1, 2025
