Prohibits discrimination based on race, ethnicity, national origin, sex, disability, religion, or marital status against students and employees at Oklahoma public schools and higher education institutions receiving state or federal funding

Adopts the International Holocaust Remembrance Alliance definition of antisemitism and requires schools to integrate it into student, faculty, and employee codes of conduct with penalties identical to those for racism

Defines evidence of antisemitic intent to include praising terrorist groups like Hamas, participating in boycott/divestment/sanctions (BDS) activities against Israel, wearing masks during demonstrations, and participating in encampments or similar protests that intimidate Jewish students

Requires the Oklahoma State Regents for Higher Education and State Board of Education to monitor antisemitic activity and provide 30-day notice to institutions to address concerns; non-compliance results in a minimum 1% funding reduction

Effective July 1, 2025, with an emergency clause; includes provision that nothing in the act shall diminish First Amendment rights or conflict with federal/state discrimination laws
