Amends Oklahoma's initiative and referendum petition law to limit signatures from any single county to no more than 25% of the total required signatures for both initiative and referendum petitions

Changes the vote threshold reference for determining required petition signatures from "the state office receiving the highest number of votes cast" to specifically the Governor's race at the last general election

Updates statutory language by replacing "attorneys fees" with "attorney fees" and clarifying internal statutory references

Effective date is November 1, 2025
