Prohibits the use of eminent domain power for siting or building wind energy facilities, solar energy facilities, battery storage facilities, hydrogen gas facilities, or carbon capture and sequestration projects on private property

Amends existing Oklahoma law (27 O.S. 2021, Section 7) that currently grants eminent domain rights to entities furnishing light, heat, or power by electricity or natural gas

Preserves eminent domain rights for traditional electricity and natural gas providers operating under state law

Declares an emergency, making the act effective immediately upon passage and approval rather than following the standard effective date
