Amends Oklahoma's Uniform Unclaimed Property Act to add definitions for "claimant," "claimant's representative," and "written agreement" governing third-party recovery services

Requires the State Treasurer to record additional information before depositing funds, including property type, ID code, holder name, securities details, and date of last activity

Establishes that approved claims must be paid within 60 days, allows email notifications for claim denials, and permits the Treasurer to waive documentation requirements when identity is validated

Caps fees for third-party claim recovery services at 25% of property value, requires written agreements signed by claimants, and mandates that fees for deceased owners' property be agreed to individually by each heir

Allows claimants to use small estate affidavits for bank-held unclaimed property and requires liens on safe deposit boxes be satisfied before contents are released; effective November 1, 2025
