Proposes an amendment to Section 3 of Article VI of the Oklahoma Constitution to add eligibility requirements for the Superintendent of Public Instruction

Requires candidates for Superintendent of Public Instruction to have completed state certification requirements for a superintendent of schools, in addition to existing requirements (U.S. citizen, at least 31 years old, Oklahoma resident for 10 years)

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection as a legislative referendum

Requires the President Pro Tempore of the Senate to file copies of the resolution with the Secretary of State and Attorney General after passage
