Proposes a constitutional amendment to Section 10 of Article VI requiring voter approval to modify Pardon and Parole Board voting procedures

Specifies that a tie vote on clemency recommendations for death row inmates shall not constitute a denial of the recommendation

Creates seven alternate Board members (three appointed by the Governor, two by the Chief Justice of the Supreme Court, two by the Presiding Judge of the Criminal Court of Appeals) to vote when regular members are absent or recused

Requires alternate members to represent the same appointing authority as the absent/recused member and grants them at least 180 days to review clemency applications

Directs the Secretary of State to refer the proposed amendment to Oklahoma voters for approval or rejection as a ballot measure
